            Well, actually giving out more Pell grants is optional. Really the important thing is paying think-tanks run by their friends kids to do feasibility studies on increasing Pell grants. Studies that conclude they can’t afford to give out more grants since they spent all the money on feasibility studies.

            No worries though! They know someone who runs a thinktank that specializes in doing feasibility studies on overuse of feasibility studies.
