Die vorgeschlagene Änderung betraf allerdings Richtlinien für Strafverfahren und Bußgeldgeldverfahren, für die die Länder zuständig sind, wie ein Sprecher des Bundeslandwirtschaftsministeriums erläuterte. Die Länder wiederum konnten sich nicht auf eine einheitliche Linie verständigen, so dass die Initiative scheiterte. Eine neuer Vorstoß ist nicht geplant.
